H.R. 3174 — Made in America Manufacturing Finance Act

This section establishes a definition of "small manufacturer" under the Small Business Act as a small business concern (i.e., independently owned and operated, and not dominant in its field) whose primary business is classified in sector 31, 32, or 33 of the North American Industrial Classification System (NAICS)—covering manufacturing industries such as food products, textiles, chemicals, machinery, and computers—and whose production facilities are all located in the United States.

This section increases maximum SBA exposure limits under the section 7(a) business loan guarantee program for small manufacturers. Specifically, it raises (1) the general limit on total outstanding principal eligible for guarantee to $7.5 million (from $3.75 million), or if the gross loan amount would exceed $10 million; and (2) the limit for export-related loans to $9 million (from $4.5 million), of which no more than $8 million may be used for working capital, supplies, or export financings. It also raises the maximum size of export working capital program loans to $10 million (from $5 million).
