H.R. 3196 — Improving Helicopter Safety Act of 2025

This section prohibits operation of civil helicopters in covered airspace—defined as airspace within a 20-mile radius of the Statue of Liberty National Monument—effective 60 days after enactment, except for (1) public health and safety flights (i.e., law enforcement, emergency or disaster response, medical services, research, or official news organization purposes) or (2) heavy-lift operations supporting construction and infrastructure maintenance.

This section directs the Administrator of the Federal Aviation Administration to issue or update regulations, not later than 90 days after enactment, as necessary to carry out section 2 on helicopter flight routes near the Statue of Liberty National Monument.
