H.R. 3202 — MIDWIVES for Service Members Act of 2025

This section directs the Secretary of Defense to implement, not later than one year after enactment, a five-year pilot program to provide services from covered midwives (i.e., certified professional midwives or certified midwives meeting International Confederation of Midwives standards and applicable state law) to covered beneficiaries under the TRICARE program (i.e., the Department of Defense health care program for uniformed service members, retirees, and their families). (As background, covered beneficiaries include active duty members, retirees, and specified dependents such as spouses and children under age 21, or up to 23 if full-time students.) The section further authorizes the Secretary to establish a permanent program via regulations if the pilot is deemed successful; requires an implementation plan report to the House and Senate Armed Services Committees within 180 days after enactment; and requires annual reports to those committees, beginning one year after the pilot starts and continuing until one year after termination, assessing costs, beneficiary numbers and demographics, quality of care and maternal/fetal outcomes (e.g., preterm/low-weight births, cesarean rates), patient satisfaction, access (e.g., wait and travel times), effectiveness, cost savings, and recommendations on adjustments, extension, or permanence.
