H.R. 3210 — Artificial Intelligence Literacy and Inclusion Act

This section authorizes the Director of the National Science Foundation (NSF) to make awards to eligible entities (i.e., nonprofit organizations, educational institutions, or consortiums) to develop, implement, and evaluate local programs promoting artificial intelligence (AI) literacy from trusted community sources. Awards may fund (1) curricula, materials, and resources on AI basics, applications, ethical considerations, and societal impacts; (2) AI literacy education and training prioritized for marginalized communities (i.e., communities of color, low-income populations, rural areas, senior citizens, persons with disabilities, and other underserved groups); (3) outreach to raise awareness and encourage participation; and (4) program evaluations with best practices shared. NSF must prioritize applications demonstrating commitment to marginalized communities including seniors, experience in local technology education, and innovative, scalable approaches; award recipients must submit annual reports to NSF detailing programs funded, participant numbers and demographics, and impacts on AI understanding. This section requires the Secretaries of Labor, Commerce, and Education and the Small Business Administration Administrator to submit reports to Congress within one year of enactment on advancing AI literacy within their agencies—focusing respectively on workforce development, business competitiveness (particularly small and medium-sized enterprises), small business owners and entrepreneurs in underserved communities, and K–12/higher education curricula—to support U.S. competitive advantage and national security through AI. Each report must identify existing agency awards modifiable to include AI literacy, recommend adaptations with specific examples and potential impacts (developed via consultations with educators, industry, community organizations, and AI experts), and be posted publicly on agency websites. This section defines “AI” and “artificial intelligence” (i.e., an engineered system generating outputs such as content, predictions, recommendations, or decisions influencing people or environments for human-defined objectives); “artificial intelligence literacy” or “AI literacy” (i.e., humans’ ability to understand, evaluate, and use AI technologies, including basics, functions, operations, and societal effects); and “ethical artificial intelligence” (i.e., designing, developing, deploying, and using AI aligned with ethical principles and human values considering societal impacts).
