H.R. 3211 — Precision Agriculture Loan Program Act of 2025

This section establishes a precision agriculture loan program to provide loans of up to $500,000 (maximum term of 12 years) to eligible livestock and crop producers for purchasing precision agriculture equipment (i.e., technologies such as GPS-based mapping, sensors, yield monitors, variable rate applicators, and data analytics that improve production input efficiency, reduce waste, and enhance environmental quality). Eligible producers must have satisfactory credit history, intend to use funds for such equipment, and demonstrate repayment ability; loans are secured by a lien on the equipment or other acceptable collateral and are administered by the Farm Service Agency. The section further requires the Secretary to submit annual reports to the agriculture and appropriations committees of Congress—beginning one year after enactment—detailing aggregate loan data by state and county, including recipient demographics (age, race, ethnicity, gender, farm size, production experience, commodities), equipment categories, estimated input reductions and environmental benefits, loan amounts, and default rates.
