H.R. 3220 — Quantum Sandbox for Near-Term Applications Act of 2025

This section states congressional findings on the National Quantum Initiative and quantum information science, including its promotion of innovation, near-term applications across sectors, cloud-based access to quantum computers, benefits to U.S. businesses and consumers, role as a foundational 21st-century economic technology, importance to economic security, and need for workforce development.

This section establishes a public-private partnership, termed a quantum sandbox, as new section 405 of Title IV of the National Quantum Initiative Act to accelerate development of quantum applications (i.e., algorithms and applications using quantum processing units for quantum computing, communication, sensing, and quantum-hybrid systems) focused on near-term use cases deployable in less than 24 months. The Secretary of Commerce, in coordination with the NIST Director, must establish the quantum sandbox and engage the Quantum Economic Development Consortium, DOE National Laboratories (as defined in section 2 of the Energy Policy Act of 2005), federally funded research and development centers, and other U.S. quantum ecosystem members.
