This section modifies collective bargaining requirements for Veterans Health Administration employees under 38 U.S.C. §7422 by striking subsections (b), (c), and (d)—which limit the negotiability of certain management rights and personnel actions—and redesignating subsection (e) as subsection (b). It clarifies that these amendments do not affect the Secretary of Veterans Affairs' authorities regarding incentive pay (i.e., recruitment and relocation bonuses under 5 U.S.C. §5753; retention bonuses under 5 U.S.C. §5754; merit awards under 5 U.S.C. §4502; critical skills incentives up to 25% of basic pay; and student loan repayments under 5 U.S.C. §5379) and expedited hiring under 38 U.S.C. §706, or other similar provisions.
