This section requires the Administrator of General Services to incorporate, to the extent practicable, bird-safe features, practices, and strategies to minimize bird fatalities from building collisions in public buildings that are constructed, acquired, or have more than 50% of the facade substantially altered (as determined by the Commissioner of Public Buildings). It directs the Administrator to develop, disseminate to federal agencies, and regularly update a design guide specifying such features across construction phases, operational strategies (e.g., lighting), and best practices identified with input from bird conservation experts and green building systems; annually certify compliance to Congress by October 1; and submit annual reports to Congress by October 1 on compliance, bird fatality assessments at federal buildings (to the extent practicable), and recommendations. Exemptions apply to buildings or sites listed or eligible for the National Register of Historic Places; the White House and grounds; the Supreme Court building and grounds; and the U.S. Capitol and grounds.
