H.R. 327 — Valor Earned Not Stolen Act of 2025

This section increases the maximum term of imprisonment for fraudulent misrepresentation of military decorations or medals under 18 U.S.C. §704 as follows: (1) to three years (from one year) under §704(b) for military decorations or medals generally; (2) to three years (from one year) under §704(c)(1) for the Congressional Medal of Honor; and (3) to three years (from one year) under §704(d)(1) for combat badges. The section further directs the Attorney General, in coordination with the Inspector General of the Department of Veterans Affairs and other relevant agency heads, to conduct a study within 90 days of enactment identifying any monetary or government benefits obtained through such fraud under §704(c)(2) or §704(d); and to submit a report to Congress within 180 days of enactment with study findings and policy recommendations.
