This section directs the Secretary of Commerce, acting through the Undersecretary of Commerce for Industry and Security, to modify the interim rule titled “Framework for Artificial Intelligence Diffusion” (90 Fed. Reg. 4544)—which imposes export controls on certain advanced integrated circuits used in artificial intelligence applications—by (1) including Israel in the list of countries added to Supplement No. 5 to part 740 of title 15, Code of Federal Regulations; and (2) ensuring that exports to Israel of items controlled by the rule are subject to the same requirements and exceptions as exports to other countries on that list. (Thus, Israel receives equivalent export licensing treatment as those other countries for the controlled items.)
