H.R. 3304 — Providing Child Care for Police Officers Act of 2025

This section establishes a competitive grant program administered by the Secretary of Health and Human Services, acting through the Assistant Secretary for the Administration for Children and Families, to award three-year grants to state lead agencies (as designated under the Child Care and Development Block Grant Act of 1990) to fund child care programs for minor children of law enforcement officers during shift work and nontraditional hours. Grants require a nonfederal match from covered entities (law enforcement agencies, units of local government, or consortia) of at least 10% of costs in the first year, 25% in the second year, and 33⅔% in the third year. Of amounts appropriated annually, at least 20% must support small law enforcement agencies (fewer than 200 full-time officers) or consortia including such agencies, with no single applicant receiving more than $3 million. Grant funds may be used for startup costs, provider training, financial assistance to families, sick child care, contracts with resource organizations, care for children with disabilities, nonstandard hours, facility construction or renovation, or other activities approved by the lead agency. Child care providers must comply with specified Child Care and Development Block Grant Act requirements and related regulations; lead agencies must provide technical assistance, monitor health and safety, conduct audits, and notify the Secretary of any fund misuse for repayment (plus interest).
