H.R. 3309 — Autonomy for All Disabled Veterans Act

This section increases the maximum amount available to certain disabled veterans for home improvements and structural alterations furnished as part of VA home health services (i.e., HISA benefits)—(1) to $10,000 (from $6,800) for those with service-connected disabilities under 38 U.S.C. 1717(a)(2)(A)(ii); and (2) to $10,000 (from $2,000) for those without service-connected disabilities under 38 U.S.C. 1717(a)(2)(B)(ii). The increases apply to veterans first applying for such benefits on or after enactment and do not entitle veterans who exhausted eligibility beforehand to additional benefits.

This section requires the Secretary of Veterans Affairs, beginning on the first day of each fiscal year, to increase the dollar amounts specified in 38 U.S.C. 1717(a)(2)—which cap per-bed grants to states for construction or renovation of veterans nursing homes, domiciliary facilities, and adult day health care centers—by the percentage increase in the residential home cost of construction index during the previous fiscal year (or maintain those amounts if the index does not increase), except as provided in subparagraph (B).
