This section removes general service lamps from the list of covered products under the Energy Policy and Conservation Act (42 U.S.C. 6292(a)) by striking paragraph (14) and redesignating paragraphs (15) through (20) as (14) through (19), respectively. (Thus, the Department of Energy may no longer prescribe energy conservation standards or test procedures for general service lamps, which include certain medium base lamps such as general service incandescent lamps and compact fluorescent lamps.) This section further (1) reserves subsection (i) of section 325 (42 U.S.C. 6295(i))—previously prescribing standards for general service lamps—and strikes paragraph (4) of subsection (l); and (2) terminates three Department of Energy rules establishing definitions and energy conservation standards for general service lamps (87 Fed. Reg. 27439 and 27461 (May 9, 2022); 89 Fed. Reg. 28856 (April 19, 2024)). Conforming amendments are made throughout EPCA sections 6291, 6293, 6294, 6295, 6297, and 6304 to reflect these changes.
