H.R. 3351 — Improving Access to Small Business Information Act

This section exempts actions taken by the Advocate for Small Business Capital Formation—within the SEC's Office of the Advocate for Small Business Capital Formation, which assists small businesses and entrepreneurs with capital formation and SEC regulatory navigation—from constituting a "collection of information" under the Paperwork Reduction Act (PRA; 44 U.S.C. ch. 35, subch. I). Certain PRA requirements still apply to such actions, including information collection planning under 44 U.S.C. §3506(c)(4) and (i) and consultation under 44 U.S.C. §3506(c)(1) and §3507(a)(1)(A), except that the SEC need not (1) submit collections by the Advocate to the Office of Management and Budget, (2) display a control number on such collections, or (3) indicate compliance with PRA clearance requirements. (Thus, the exemption reduces administrative burdens on the Advocate while preserving basic PRA oversight.)
