H.R. 3361 — Collaborative Forest Landscape Restoration Program Reauthorization Act of 2025

This section reauthorizes the Collaborative Forest Landscape Restoration Program (CFLRP)—which supports multi-party collaborative groups in implementing landscape-scale forest restoration projects on National Forest System lands to improve forest conditions, reduce wildfire risks, and enhance watersheds—through FY2034 (from FY2023) and makes several modifications to program criteria and operations. Specifically, the section: (1) revises proposal evaluation criteria under subsection (b)(3) to include addressing insect and disease vectors such as species or pathogens and to require addressing standardized monitoring questions and indicators; (2) requires collaborative implementation agreements under subsection (c)(3)(A) to include a federal staffing plan to support collaboratives; (3) expands selection priorities under subsection (d)(2) to favor proposals using innovative mechanisms (e.g., good neighbor agreements under 16 U.S.C. 2113a), reducing uncharacteristic wildfire risks or increasing restoration across land ownerships (including in the wildland-urban interface), and enhancing watershed health and drinking water sources; increases the number of priority factors from 10 to 20 under subsection (d)(3)(A); and increases from 2 to 4 the number of such factors that a proposal must satisfy under subsection (d)(3)(B); (4) expands eligible uses of program funding under subsection (e)(3) to include conflict resolution or collaborative governance in addition to woody biomass utilization; and (5) doubles the annual funding cap per project to $8 million (from $4 million) under subsection (f)(4)(B)(ii).
