This section establishes a Federal Interstate Firearm Parts Reporting System, to be operated by the Attorney General under new 18 U.S.C. §935, to assist law enforcement in monitoring shipments or transportation of covered firearm components in interstate or foreign commerce. It requires entities to register such shipments or transportation with the Attorney General at least five business days in advance, submitting shipper and recipient identification (i.e., name, address, phone or email, and eligible ID number), shipping method and shipper/transporter name, and package manifest or bill of lading; registrations must use registered or certified mail (return receipt requested or equivalent) or require recipient signature and shipper notification for other methods, with delivery confirmation (including date and documentation or certifications of nondelivery) due within five business days after initial registration. It authorizes safe harbor retroactive registration by shippers within five business days after delivery or putative registration by recipients (using available information or shipper assurance), subject to Attorney General prohibition for entities that routinely fail to preregister. The Attorney General must maintain a database of registrations accessible to federal, state, local, Tribal, or foreign law enforcement; prosecutors; federal agencies; or their authorized designees, with information exempt from FOIA disclosure. It authorizes the Attorney General and designated government entities to seize unregistered covered firearm components.
