This section establishes a New World screwworm fly rearing facility program under the Animal Health Protection Act by inserting new section 10409B (7 U.S.C. 8308a note). It directs the Secretary of Agriculture, not later than 180 days after enactment, to begin construction on one or more modular facilities in eligible areas for rearing sterile New World screwworm flies (a livestock pest controlled via sterile insect releases) and dispersing them to at-risk areas. (Eligible areas are state locations at risk from confirmed migratory detections and suitable for further dispersal.) It requires annual reports to the House and Senate Agriculture Committees, and public availability on USDA's website, analyzing the threat and describing mitigation efforts and effectiveness. It authorizes $300 million to remain available until expended.
