H.R. 3398 — Aaron Salter, Jr., Responsible Body Armor Possession Act

This section prohibits civilians from purchasing, owning, or possessing enhanced body armor (i.e., body armor, including helmets or shields, meeting or exceeding National Institute of Justice RF1 ballistic resistance standards), with exceptions for the United States, states, tribes, covered law enforcement officers (including corrections officers), and armor lawfully possessed prior to enactment. It defines enhanced body armor in 18 U.S.C. §921(a) and establishes penalties in §924(a) of a fine under the title, imprisonment for up to five years, or both, for knowing violations.
