H.R. 3405 — Suspending Transfer of Property for Improper Trump Use Act

This section directs the Secretary of State, not later than 30 days after enactment, to furnish the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations with copies of all specified Department of State and National Security Council documents and communications—including Signal chats, memoranda, charts, tables, meeting notes, audio recordings, telephone and email records, correspondence, artificial intelligence large language model conversation transcripts, and any other communications—pertaining to the transfer of an aircraft to the U.S. government for subsequent transfer to an entity controlled by President Donald J. Trump, including external communications with the State of Qatar.

This section directs the Secretary of State to submit to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations, not later than 30 days after enactment, a report detailing U.S.-Qatar negotiations pertaining to the transfer of an aircraft from Qatar to the United States, to be subsequently transferred to an entity controlled by President Trump. The report must include (1) a description of all communications pertaining to promises or commitments made or proposed to Qatar in exchange for the transfer, whether verbal or written; (2) a recounting of any negotiations with private sector entities to receive contracts as a result of the transfer; and (3) information pertaining to the Secretary's legal review of the transfer.

This section prohibits the use of federal funds to support, facilitate, or execute the transfer of an aircraft owned by a foreign government or an entity controlled by a foreign government to the United States government, the President of the United States, or the Presidential Library of President Trump.
