H.R. 3409 — HEADs UP Act of 2025

This section includes individuals with a developmental disability—defined by reference to section 102 of the Developmental Disabilities Assistance and Bill of Rights Act of 2000—within special medically underserved populations eligible for health center services under section 330 of the Public Health Service Act (i.e., federally qualified health centers providing comprehensive primary care to underserved communities). The section authorizes the Secretary to award grants to health centers to establish or operate new delivery sites providing such services, including dental care and specialized treatment by specially trained providers, to these individuals (subsection (j)); requires these grants to supplement, not supplant, existing expenditures; and makes conforming changes to preserve the distribution of other health center grants. The section further authorizes appropriations of $15 million for each of FY2026 through FY2030 to carry out these grants; includes such individuals in annual funding reports; and adds them to health professional shortage area designations under section 332(a)(3) for purposes of the National Health Service Corps (i.e., program deploying health professionals to underserved areas).
