H.R. 3410 — Supersonic Aviation Modernization Act

This section directs the Federal Aviation Administration (FAA) Administrator, within one year of enactment, to issue or revise regulations—such as 14 CFR 91.817—to permit civil aircraft to operate supersonic (i.e., at Mach numbers greater than 1) within the national airspace system without special authorization, provided no sonic boom reaches the ground in the United States. The section further directs the FAA to issue by April 1, 2027, a final rule under 14 CFR part 36 establishing noise standards for such aircraft not exceeding the most recent takeoff and landing noise levels for subsonic aircraft in operation on the date of enactment and to specify in that rule a process for its periodic review and update based on advances in noise reduction technology and relevant regulatory changes.
