This section requires each agency administering federally funded benefits—such as retirement, welfare, health, disability, public or assisted housing, postsecondary education, food assistance, or unemployment benefits—to make distributed internal or public-facing communications available to blind or visually impaired recipients in one or more alternative accessible formats: (1) tactile Braille, (2) reflow large print, (3) accessible audio, or (4) equivalent accessible digital data format (e.g., accessible or tagged PDF). Such alternative communications must be distributed via U.S. mail or secure electronic delivery systems in scheduled coordination with standard formats, and compliant agencies are not liable under subtitle A of title II of the Americans with Disabilities Act for such distributions to blind or visually impaired recipients.
