H.R. 3427 — Water Resources Technical Assistance Review Act

This section directs the Comptroller General of the United States to initiate, not later than one year after enactment, a comprehensive review of all covered technical assistance provided by the Environmental Protection Agency (EPA) related to clean water infrastructure (i.e., technical assistance authorities, initiatives, or programs). The review must include (1) descriptions of available assistance to states, tribes, local governments, and nongovernmental organizations—including served regions, populations, and activities over the prior five years; (2) an assessment of EPA's Water Technical Assistance (WaterTA) initiative processes for identifying, selecting, and partnering with providers—including criteria, coordination with state/tribal/regional partners, community matching, outreach to economically distressed areas, assistance types, and outcomes/costs for served communities; (3) analysis of duplication across EPA programs; (4) evaluation of capacity-building for other EPA water infrastructure programs; (5) assessment of unmet needs in economically distressed communities eligible for clean water infrastructure assistance; (6) evaluation of coordination with other federal agencies; and (7) evaluation of support for alternative/cost-effective technologies in treatment works. Upon completion, the Comptroller General must submit a report with findings and recommendations to the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works. Not later than 90 days after report submission, and annually thereafter for five years, the EPA Administrator must submit to those committees a plan detailing actions taken to implement the recommendations.
