This section establishes a Law Enforcement Education Grants program in a new subpart 8 of Part A of title IV of the Higher Education Act of 1965. The program authorizes the Secretary of Education to award competitive grants of $4,000 per year, up to $16,000 total, to eligible students enrolled at eligible institutions who are pursuing (or plan to pursue) associate or baccalaureate degrees related to law enforcement or criminal justice, including remedial courses, subject to proportional reductions for part-time enrollment and limits not exceeding cost of attendance. Grant recipients must agree to serve as full-time law enforcement officers for at least four years within eight years after completing their course of study and provide annual employment certifications; funding is authorized from title IV appropriations excluding Pell Grants and Direct Loans, with priority over other title IV programs if funds are insufficient.
