H.R. 3442 — SNAP Administrator Retention Act of 2025

This section requires, beginning one year after enactment, state agencies administering the Supplemental Nutrition Assistance Program (SNAP) to pay administrative personnel wages at not less than applicable federal General Schedule rates under 5 U.S.C. ch. 53, subch. III (with annual updates at least matching federal increases, including locality pay); subjects the existing 50-percent federal sharing of SNAP administrative costs to new limitations in subsection (m); and establishes 100-percent federal reimbursement (up from 50 percent) for all approved state SNAP administrative personnel costs—including hiring, training per standards in 7 U.S.C. 2020(e)(6)(B), and wage compliance—provided states submit wage plans detailing positions, duties, and pay rates and adhere to a maintenance-of-effort requirement using funds to supplement (not supplant) nonfederal funds for existing or additional full-time equivalent positions above FY2024 levels.
