H.R. 3448 — LIP Enhancement Act of 2025

This section establishes additional livestock indemnity payments under the Livestock Indemnity Program (LIP) for eligible producers on farms that have incurred unborn livestock death losses in excess of normal mortality due to predation by federally protected animals, adverse weather, or disease, with such losses occurring on or after January 1, 2025. (The LIP provides Commodity Credit Corporation-funded payments to producers for livestock deaths exceeding normal mortality from those causes.) Payments are made at a rate determined by the Secretary of Agriculture that is less than or equal to 85% of the payment rate for the lowest weight class of the livestock species, multiplied by: (1) 1 for cattle, bison, or horses; (2) 2 for sheep; (3) 12 for swine; or (4) the average number of birthed animals per gestation cycle, as determined by the Secretary, for other livestock. Unborn livestock death losses are defined as losses of gestating cattle, bison, sheep, swine, horses, or other livestock (excluding poultry).
