H.R. 3455 — Veterans Affairs Distributed Ledger Innovation Act of 2025

This section expresses the sense of Congress that (1) veterans deserve efficient, transparent, and secure access to benefits and services earned through their honorable service; (2) distributed ledger technology offers promising solutions for enhancing data integrity, security, and transparency; and (3) exploring innovative technologies such as distributed ledger technology could significantly improve the allocation of benefits, management of insurance programs, and maintenance of records within the Department of Veterans Affairs.

This section directs the Secretary of Veterans Affairs to conduct a study on the feasibility, potential benefits, and risks of implementing distributed ledger technology—defined as technology enabling shared, synchronized ledgers across distributed nodes using consensus mechanisms—to improve claims adjudication and prevent fraud, waste, and abuse in VA benefits administration systems. The study must examine how the technology could (1) enhance clarity, traceability, and reliability of claims by securely recording adjudication steps; (2) reduce fraudulent or inaccurate claims through verification; (3) improve accountability in claims handling; and (4) identify irregularities in benefits delivery. In conducting the study, the Secretary must consult experts in distributed ledger technology, veterans service organizations, heads of other federal agencies with relevant experience, and other appropriate stakeholders. Not later than one year after enactment, the Secretary must submit a report to the Senate and House Committees on Veterans' Affairs containing (1) study findings on feasibility; (2) descriptions of benefits and risks; (3) recommendations for pilot programs or initiatives (e.g., in benefits distribution or insurance claims); and (4) any required legislative or administrative actions.
