H.R. 3461 — Confronting CCP Human Rights Abusers Act

This section directs the Under Secretary of Commerce for Industry and Security to add the Ministry of Public Security’s Institute of Forensic Science of China—including the aliases Forensic Identification Center of the Ministry of Public Security of the People’s Republic of China and Material Identification Center of the Ministry of Public Security of the People’s Republic of China—to the Department of Commerce's entity list (i.e., a list maintained by the Bureau of Industry and Security that subjects listed foreign end-users to U.S. export licensing requirements) not later than 60 days after enactment. The President, acting through the Secretary of Commerce, may waive this requirement by certifying to the House Committee on Energy and Commerce and the Senate Committee on Commerce, Science, and Transportation within the same timeframe that the institute is not (1) engaging in activities contrary to U.S. foreign policy interests or (2) implicated in or contributing to China's campaign of repression, mass arbitrary detention, forced labor, and high-technology surveillance against Uyghurs, Kazakhs, and other Muslim minority groups in the Xinjiang Uyghur Autonomous Region.
