H.R. 3464 — State Border Security Assistance Act

This section establishes in the Department of Homeland Security the State Border Security Reinforcement Fund to provide grants to eligible states, state agencies (including National Guard units), and units of local government for (1) construction or installation of border walls, fencing, barriers, or buoys along the southern U.S. border (including related planning, materials, and personnel costs); (2) ground preparation for construction or maintenance of border walls, barriers, or surveillance; (3) information-gathering and surveillance to detect and interdict unlawful entry of persons or contraband; and (4) relocation of aliens unlawfully present in the U.S. from small population centers. The section appropriates $11 billion for the fund in FY2025 from general Treasury funds, to remain available until September 30, 2034. Grants may reimburse eligible expenditures for completed, ongoing, or new activities since January 20, 2021. The fund terminates on January 20, 2029, with any unobligated balances returned to the Treasury for deficit reduction.

This section establishes in the Department of Justice the State Criminal Alien Prosecution and Detention Fund to provide grants to eligible states, state agencies (including National Guard units), and units of local government for (1) locating and apprehending unlawfully present aliens or those who committed crimes; (2) counter-gang intelligence; (3) investigating and prosecuting crimes by aliens and drug/human trafficking; (4) related court operations; (5) temporary alien detention (including facility, personnel, and health/safety costs); (6) transporting such aliens; and (7) vehicle maintenance and logistical support for law enforcement. It appropriates $3,500,000,000 in FY2025 from general Treasury funds to the fund, available until September 30, 2034. Grants may reimburse eligible expenditures for completed, ongoing, or new activities since January 20, 2021. The fund terminates on January 20, 2029, with any unobligated balances returned to the Treasury for deficit reduction.
