H.R. 3468 — Protecting Retirement and Health Benefits for Families Act

This section establishes certification, reporting, Inspector General (IG) review, and reversal requirements for covered agencies—the Social Security Administration, Centers for Medicare & Medicaid Services, Internal Revenue Service, Department of Veterans Affairs, and Department of Housing and Urban Development—prior to carrying out covered activities, effective one year after enactment. Covered activities include (1) planned staffing cuts exceeding 5% in a single year; (2) planned regional field office closures exceeding 5% in a single year; (3) budget reallocations, funding rescissions, or structural reorganizations reducing timely service provision; or (4) restructurings weakening enforcement, investigatory, or regulatory activities. Before a covered activity, the agency head must certify to Congress that it will not (1) reduce eligible individuals' receipt of benefits or financial assistance; (2) increase delays in benefit receipt or inquiry responses; or (3) limit staff outreach to increase benefit uptake; and submit a report detailing resource shifts to prevent specified harms, including staffing shortages, longer wait times, reduced outreach, impaired regulatory functions, or failure to meet core mandates. For each activity, the relevant IG must study and report to Congress within one year after certification and one year after implementation on whether prohibited impacts occurred; if so, the agency head must reverse the activity, including reinstating laid-off staff and reopening shuttered offices. (Thus, the provision aims to protect administration of major public benefits, tax refunds, health care, housing assistance, and veterans' programs from operational disruptions.)
