H.R. 347 — Sea Turtle Rescue Assistance and Rehabilitation Act of 2025

This section amends Section 408 of the Marine Mammal Protection Act, which authorizes grants to states, nonprofits, and other eligible entities for marine mammal stranding networks, unusual mortality event response, and rescue, rehabilitation, and rapid response activities. Specifically, the section (1) adds a new grant eligibility category in subsection (b)(10) for sea turtle rescue, rehabilitation, and response—subject to specific appropriations, developed in consultation with the U.S. Fish and Wildlife Service (in lieu of the Marine Mammal Commission), with eligibility limited to entities authorized under the Endangered Species Act and complying with sea turtle care standards and data reporting (e.g., Sea Turtle Stranding and Salvage Network), terminating seven years after enactment; (2) replaces subsection (c) to establish two interest-bearing funds in the Treasury—the Joseph R. Geraci Marine Mammal Rescue and Rapid Response Fund and the Sea Turtle Rescue, Rehabilitation, and Rapid Response Fund—available solely for emergency assistance; and (3) inserts "marine mammal rescue and response" in subsection (d)(1)(A) to specify authorized activities.
