H.R. 3474 — Federal Mechanical Insulation Act

This section amends the National Energy Conservation Policy Act (42 U.S.C. 8253(f)) to (1) define "mechanical insulation property" as insulation materials, facings, and accessory products placed in service with a mechanical system that meet or exceed American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 90.1 (as in effect on the date of enactment) and reduce energy loss from the system; and (2) require comprehensive energy and water evaluations of federal buildings to identify energy- and water-saving measures, including installation of mechanical insulation property if applicable. (Thus, federal agencies must consider such insulation in determining life-cycle cost-effective conservation measures for installation by October 1, 2022.)
