H.R. 3489 — Department of Veterans Affairs Medical Physicist Pay Cap Relief Act

This section authorizes the appointment of therapeutic medical physicists and diagnostic medical physicists within the Department of Veterans Affairs (VA) by adding them to the list of positions under 38 U.S.C. §7401(1). It establishes qualifications for these positions—requiring completion of a post-graduate clinical training program satisfactory to the Secretary and board certification by a Secretary-approved body in therapeutic or diagnostic medical physics, respectively (§7402(b)); includes them in the pay grade system applicable to physicians and podiatrists (§§7404, 7431, 7433); excludes them from certain personnel administration requirements applicable to other VA health professionals (§7421(b)); and requires the VA Secretary to submit a report to the congressional Veterans' Affairs Committees within one year of enactment assessing effects on full-time employee pay, contracted providers, and Department costs.
