H.R. 350 — Prosecutors Need to Prosecute Act

This section establishes annual reporting requirements for district attorneys or prosecutors in jurisdictions of 380,000 or more persons that receive Edward Byrne Memorial Justice Assistance Grant Program (Byrne JAG) funds—i.e., formula grants to states and localities for criminal justice activities including law enforcement, prosecution, courts, corrections, crime prevention, and victim services. The chief executive of each such office must report to the Attorney General on the prior fiscal year: (1) total cases referred and declined for prosecution of a covered offense; (2) for covered offense cases with plea agreements, the total number, by initial charge, and by conviction charge; (3) covered offense cases initiated against defendants previously arrested, convicted, with open cases, on probation, or on parole for separate covered offenses; and (4) charged defendants released on their own recognizance, eligible for bail, or for whom the prosecutor requested bail. The Attorney General must issue uniform reporting standards, submit the information to the Senate and House Judiciary Committees, and publish it on a public website. "Covered offense" includes murder, forcible rape, robbery, aggravated assault, burglary, larceny, motor vehicle theft, arson, and offenses involving illegal firearm use or possession. The section also redesignates existing subsections (g) and (h) as (h) and (i).
