H.R. 3531 — Sergeant Alfredo ‘Freddy’ Gonzalez Congressional Gold Medal Act

This section states congressional findings on the life, military service, and Medal of Honor heroism of Sgt. Alfredo Gonzalez during the Vietnam War, including his background, training, promotions, actions during Operation Hue City in January-February 1968, posthumous award in February 1968, medals and decorations, and status as namesake for USS Gonzalez (DDG 66).

This section authorizes the award of a Congressional Gold Medal of appropriate design to Sergeant Alfredo Gonzalez in recognition of his heroism in the Vietnam War in February 1968; directs the Secretary of the Treasury to strike the medal with suitable emblems, devices, and inscriptions; and requires presentation of the medal to the Museum of South Texas History for display and research.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medals struck under section 3 at a price sufficient to cover the costs thereof, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under this Act as (1) national medals for purposes of chapter 51 of title 31, United States Code, and (2) numismatic items for purposes of sections 5134 and 5136 of title 31, United States Code. (Thus, authorizing the U.S. Mint to produce and sell the medals.)

This section authorizes the use of amounts from the United States Mint Public Enterprise Fund, as necessary, to pay the costs of striking medals under this Act and requires the deposit of proceeds from the sale of duplicate bronze medals authorized under section 3 into that fund.
