This section limits the Secretary of Labor's authority under the Fair Labor Standards Act (FLSA) to deem a minor's employment as oppressive child labor based on hours worked by establishing an exception for work of 24 hours or less in a week during which school is in session, provided the work occurs no earlier than 7:00 a.m. and no later than 9:00 p.m. (local time). (As background, the FLSA generally prohibits "oppressive child labor" for minors under 16, including occupation- and hours-based restrictions intended to protect their health, education, and well-being.)
