H.R. 3547 — Servicemember Healthcare Freedom Act of 2025

This section states congressional findings that (1) thousands of reserve component and National Guard members work for the federal government in civilian capacities; (2) nearly all Selected Reserve and National Guard members and their families are eligible for TRICARE Reserve Select (TRS) healthcare plans; (3) current Federal Employee Health Benefits (FEHB) eligibility prohibits such members from also enrolling in TRS; (4) removing that prohibition would provide continuity of care during mobilization cycles; and (5) comprehensive, low-cost health insurance for such members increases overall Armed Forces readiness and lethality.
