H.R. 3556 — To amend the Small Business Act to modify application deadlines and communication requirements for certain disaster assistance, and for other purposes.

This section modifies notification, communication, and application requirements for Small Business Administration (SBA) disaster loans under section 7(b) of the Small Business Act as follows: (1) in paragraph (4)(A), revises the public notice period for loan program details to end 60 days after applicable application deadlines (previously, notices corresponded with deadlines); (2) in paragraph (4), adds a new subparagraph (C) authorizing the SBA administrator to accept late applications for major disaster relief upon a showing of good cause; (3) in paragraph (4)(B), expands required notifications of program details to include offices of Members of Congress representing districts in which a major disaster occurred; and (4) in paragraph (5), requires communication of notice of disaster availability to such congressional offices in addition to web-based outlets. (Thus, these changes extend outreach, facilitate late submissions, and increase congressional involvement in affected areas.)
