This section amends the Rural Surface Transportation Grant Program (23 U.S.C. 173) by (1) defining "covered county" as a county with an annual gross agricultural production value of at least $1 billion and agricultural production of at least $500,000 per square mile (for all crops and livestock sold, adjusted annually for inflation per the Consumer Price Index), and "farm-to-market road" as a road located within a covered county; (2) reserving 10% of amounts made available for the program each fiscal year for grants for eligible projects on farm-to-market roads; (3) making conforming changes to cross-references in grant selection criteria; and (4) directing the Secretary of Transportation, in consultation with the Secretary of Agriculture, to create and annually update a list of covered counties. (The program provides competitive grants to states, regional planning organizations, local governments, Tribal governments, and multijurisdictional groups for eligible highway, bridge, safety, and access projects in rural areas outside urbanized areas with populations over 200,000.)
