H.R. 3582 — No revolving doors in FMS Act of 2025

This section establishes a post-employment restriction prohibiting former Department of State or Department of Defense employees who participated in any foreign military sales program, project, or activity under chapter 2 of the Arms Export Control Act (22 U.S.C. 2761 et seq.) during the three-year period ending on their separation from federal employment from knowingly communicating with or appearing before any federal agency officer or employee or Congress to influence such sales determinations, with violations punishable as provided in 18 U.S.C. 216. (Foreign military sales facilitate government-to-government transfers of U.S. defense articles, services, and training to allied nations.)
