H.R. 3593 — Title VIII Nursing Workforce Reauthorization Act of 2025

This section modifies the advanced nursing education grant program by (1) specifying that traineeships include individuals enrolled in authorized nurse practitioner, nurse-midwifery, nurse anesthesia, and clinical nurse specialist programs; (2) revising authorized nurse-midwifery programs to educate "nurse-midwives" (from "midwives") and to require accreditation by the Accreditation Commission for Midwifery Education (removing reference to American College of Nurse-Midwives); and (3) expanding allowable grant costs to include fees for clinical education and preceptors (in addition to fees). (The program supports grants and contracts for advanced practice registered nurse (APRN) education and practice enhancement, including nurse practitioners, certified nurse-midwives, certified registered nurse anesthetists, and clinical nurse specialists.)

This section revises Part D of Title VIII of the Public Health Service Act (42 U.S.C. 296p et seq.), which authorizes competitive grants and contracts for innovative demonstration projects and workforce supplementation to address national nursing needs (i.e., Strengthening Capacity for Nurse Education and Practice), by (1) striking "basic" from the part heading; (2) in section 831(a), expanding authorized uses in paragraph (2) to include audiovisual or other equipment, simulation and augmented reality resources, telehealth technologies, and virtual and physical laboratories (in addition to previous demonstration methodologies), and adding paragraph (3) to increase faculty and students at schools of nursing to address workforce shortages; (3) in section 831(b), adding survivors of sexual assault to the priority populations in paragraph (2) (previously limited to certain at-risk groups and survivors of domestic violence), and adding paragraph (5) to authorize partnerships with health care facilities, nurse-managed health clinics, community health centers, or similar entities to establish or expand clinical education; and (4) striking "basic" from a cross-reference in section 806(f)(2)(C).

This section reauthorizes appropriations for nursing workforce development programs under Title VIII of the Public Health Service Act—specifically, parts B, C, and D (i.e., grants for nurse education, practice, and retention) and part E (i.e., workforce diversity initiatives)—for FY2026 through 2030 (from FY2021 through 2025) and increases the authorized annual amounts to (1) $184,337,000 (from $137,837,000) for parts B, C, and D (subject to distribution limits under section 297t(g)); and (2) $121,135,000 (from $117,135,000) for part E.
