H.R. 3600 — LOOTER Act of 2025

This section establishes a new federal offense in title 18, U.S. Code, for petit larceny—fined under the title or imprisoned not more than one year, or both—and grand larceny—fined under the title or imprisoned not more than five years, or both—committed in any county of a state during a period subject to an emergency declared under section 501 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5191), with larceny terms defined under state law. It includes a conforming amendment to the chapter's table of sections.
