H.R. 3608 — Connor’s Law

This section adds to the minimum standards for issuance of a commercial driver's license under 49 U.S.C. §31308(1) a requirement that the applicant can read and speak the English language sufficiently to (i) converse with the general public, (ii) understand highway traffic signs and signals in English, (iii) respond to official inquiries, and (iv) make entries on reports and records. The section further requires an authorized enforcement officer to declare out of service any commercial motor vehicle operator determined to be noncompliant with the related Federal Motor Carrier Safety Administration regulation on driver qualifications (49 CFR 391.11(b)(2)), without affecting other out-of-service orders under Federal law, regulations, or the North American Standard Out-of-Service Criteria.
