H.R. 3611 — Veterans Skilled Trades Transition Act

This section directs the Secretary of Defense, in consultation with the Secretaries of Veterans Affairs and Labor, to submit to Congress, not later than 180 days after the date of enactment, a report building on the 2018 "DoD Credentialing Utilization" report (3–BB02A16) to assess the effectiveness of the credentialing program under 10 U.S.C. 2015 (i.e., which enables service members to obtain professional credentials translating to civilian occupations, with DOD payment of related expenses) for veterans' post-military civilian employment. The report must include (1) an assessment of the number of veterans who successfully transfer eligible professional credentials (i.e., those obtained using program-paid expenses) to civilian jobs; (2) an assessment of the most commonly used certifications for such employment (e.g., airplane mechanics); and (3) an assessment of barriers veterans face in transferring military mechanical skills to State certifications.
