H.R. 3615 — SAFE Act

This section prohibits the obligation or expenditure of federal funds to pay, directly or indirectly, a foreign government, agency of a foreign government, or foreign entity (i.e., an entity not organized under the laws of the United States or any U.S. jurisdiction) for the detention of an individual if a U.S. court has determined that such detention violates U.S. laws.
