H.R. 3620 — Southcentral Foundation Land Transfer Act of 2025

This section directs the Secretary to convey to SCF all right, title, and interest of the United States in approximately 3.372 acres of federal property located in Lot 1A, Block 36 East Addition, Anchorage Townsite Subdivision in Anchorage, Alaska, as soon as practicable but not later than two years after enactment of this Act, for use in connection with health and social services programs.

This section establishes conditions for the conveyance of property to SCF under section 3, requiring a warranty deed without consideration from SCF, any obligations or conditions on SCF, or reversionary interest to the United States. It further provides that the warranty deed supersedes any prior quitclaim deed for the property and reserves to the Secretary any easement or access reasonably necessary for retained obligations or liabilities.

This section limits SCF's liability, notwithstanding any other provision of law, for environmental contamination (i.e., oil, petroleum products, hazardous substances, pollutants, or other hazards as defined under federal or Alaska law) on the property specified in section 3(b) that occurred on or before the date of conveyance to SCF under section 3(a). (Thus, the Secretary remains liable for contamination occurring after SCF controls, occupies, and uses the property.) The section further requires the Secretary to comply with CERCLA notice and warranty requirements for federal property transfers (42 U.S.C. 9620(h)) and restricts these protections to this conveyance.
