§2. Acquisition of data about interactions of law enforcement officers with people with mental illness
This section directs the Attorney General, under the authority of 28 U.S.C. 534 and in consultation with the Secretary of Health and Human Services, to acquire data for each calendar year on interactions of law enforcement officers with people with mental illness (as defined in 34 U.S.C. 10651(a)(7)) and, in further consultation with the Secretary or the Assistant Secretary for the Substance Abuse and Mental Health Services Administration, to establish guidelines for collecting such data. The section limits use of the data to research or statistical purposes, prohibits inclusion of information revealing the identity of any individual crime victim, and requires the Attorney General to submit an annual summary to Congress and make it publicly available. The section authorizes appropriations of such sums as necessary for FY2026 through FY2036.
