H.R. 3622 — Joan Trumpauer Mulholland Congressional Gold Medal Act

This section states congressional findings on the life and civil rights activism of Joan Trumpauer Mulholland, including her birth on September 14, 1941; early recognition of racial inequality; education at Duke University and Tougaloo College; participation in sit-ins, Freedom Rides, and the Student Nonviolent Coordinating Committee and Congress of Racial Equality; arrests in Durham, Jackson, and Parchman Penitentiary; membership in Delta Sigma Theta Sorority; and role in the Jackson Woolworth's sit-in and Non-Violent Jackson Movement.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange the presentation of a Congressional Gold Medal of appropriate design to Joan Trumpauer Mulholland in recognition of her lifelong commitment to social justice and equality through direct action at personal risk and ongoing educational activities. The Secretary of the Treasury must strike the medal with suitable emblems, devices, and inscriptions, after which it is given to Mulholland or, if unavailable, to her son Loki Mulholland.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3 at a price sufficient to cover the costs of production, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to this Act as (1) national medals for purposes of chapter 51 of title 31, United States Code, and (2) numismatic items for purposes of sections 5134 and 5136 of such title.

This section authorizes charges against the United States Mint Public Enterprise Fund for the costs of medals struck under this Act and requires deposit of proceeds from the sale of duplicate bronze medals into the fund.
