H.R. 3630 — IBEM Act of 2025

This section revises the expedited process for Presidential permits—issued by the President, upon a Secretary of State recommendation, to construct, maintain, and operate international bridges or land ports of entry at U.S. borders (previously limited to applications received from December 1, 2020, through December 31, 2024, for three specific bridges in Texas counties)—by (1) removing the application deadline and expanding eligibility to any international bridge or land port of entry on the U.S.-Mexico or U.S.-Canada land borders; (2) adding land ports of entry to the definition of Presidential permit and inserting references throughout the section; (3) requiring the Secretary's recommendation to be based solely on whether the project is in U.S. foreign policy interests (previously, the basis); and (4) prohibiting the Secretary from compiling or considering any environmental documents under the National Environmental Policy Act (NEPA). (Thus, the Secretary must recommend grant or denial within 60 days of application receipt, the President must act within 60 days thereafter or the permit is automatically granted, and no NEPA review applies.)
