H.R. 3642 — Final Honors Act of 2025

This section permits the remains of a member of the Armed Forces who dies from an injury incurred in line of duty—unless excluded under 38 U.S.C. §105 (i.e., willful misconduct, illegal acts, or intentional self-inflicted injuries)—to lie in honor in the Capitol rotunda at the request of the primary surviving next of kin. The Secretary concerned must notify such next of kin of this option pursuant to section 562 of the National Defense Authorization Act for Fiscal Year 2006 (P.L. 109-163). The Architect of the Capitol, under direction of the Speaker of the House and Senate President pro tempore, must implement the provision, including scheduling and regulations for identifying next of kin. The provision applies to deaths on or after enactment.
